D C Office <br />Re: Conservation and Reinvestment Act of 1999 (H.R. 701) <br />Reinvestment and Environmental Restoration Act of 1999 (S. 25) <br />Dear Mr. Evans, <br />Thank you for your time today to discuss the -Fair Snare- legislation — <br />Conservation and Reinvestment Act (CARA). As l indicated, this Federal bill could be <br />one of the most significant pieces of legislation for our nation's coastal areas. It will <br />provide approximately S 1 billion in new Federal money annually to coastal states and <br />local governments. <br />1 encourage the Indian River County Commission to support this important <br />bipartisan legislation. Attached are informational fact sheets for your review and <br />discussion with Commission members. Included in the materials is a sample Resolution <br />that we hope you will adopt, and forward to your Congressional delegation encouraging <br />cosponsorship of the bills. <br />As I said. CARA distributes 50% of the annual Federal receipts (600,6 in the <br />House Bill) from onshore oil dl: gas development to states and local governments, which <br />is equivalent to the treatment of revenues from onshore federal oil and gas development. <br />This "Fair Share" of offshore revenues. about S2 billion a year. will be distributed <br />through three programs. <br />JUNE 15, 1999 <br />-30- <br />• <br />
