F, <br />BOOK 109 PAGE 53 <br />MOTION WAS MADE by Commissioner Adams, <br />SECONDED by Commissioner Stanbridge, that the <br />Board adopt a resolution expressing its support of <br />proposed Federal Legislation - Conservation and <br />Reinvestment Act of 1999 (HIL 701) and <br />Reinvestment and Environmental Resolution Act of <br />1999 (S. 25). <br />Commissioner Tippin had very mixed emotions and noted that federal environmental <br />agencies have done some wonderful and some horrible things. There is so much going on <br />to protect our habitat but not enough to protect our grandchildren. He could not support the <br />request. <br />Commissioner Ginn felt we are giving up our basic freedoms, not through invasion, <br />but an inch at a time, and we are taking part in that loss now. <br />Chairman Macht noted that this is not a public hearing but he would allow brief <br />comments from the public. <br />Guy Barber, 503 7'h Place, believed this is another bureaucratic power. This proposal <br />does not incorporate just monies from offshore drilling but from every type of conservation <br />program. He felt this represents combined monies for a land grab, with no allowance to use <br />the funds for maintenance or upkeep which puts the maintenance and upkeep back on local <br />government. He believed that people will be given incentive payments -and was opposed to <br />the request. They want to include Florida because of our coastline of over 1300 miles which <br />will be available for Louisiana to use. These lands will be controlled by international <br />regulations and will belong to a "global" community. He believed that this proposal is <br />backed by irresponsible conservationists and is about land ownership and control of fresh <br />water in the State of Florida. <br />Rosemary Wilson, 1490 5' Avenue, commented that it is obvious which of the <br />Commissioners are in favor of big government. She felt this is pure Marxism, taking away <br />the rights of citizens. She warned that the source of economic well-being is private property <br />ownership and stated she did not feel the Board is truly representing our freedoms. <br />JUNE 15, 1999 <br />-32- <br />• <br />I <br />
