The City of Sebastian entered into an interlocal agreement with Indian River County providing for <br />the transfer of the City of Sebastian's water and wastewater system on September 20, 1995. The <br />agreement requires the County to extend water or wastewater transmission, distribution or <br />collection facilities and improvements, and impose special assessments upon benefited parcels <br />located within the incorporated area of the City. <br />At their regular meeting of June 26, 1996, the City Council adopted Resolution No. R-96-48 (copy <br />attached), which among other things, states that the City Council deems it in the best interest of the <br />citizens of Sebastian that Indian River County proceed as soon as possible with the water <br />expansion. <br />The attached map displays the area to benefit from the assessment project. This project is to be <br />paid through the assessment of property owners along the proposed water line route. Financing will <br />be from the assessment fund (473). The Engineering design services and the assessment roll have <br />been prepared by staff. The survey work was provided by Masteller, Moler and Reed, Inc. We are <br />now ready to begin the assessment process associated with this project. The total estimated cost of <br />the Phase II C project to be assessed is $1,256,465.84. The total estimated cost per square foot is <br />$0.204577 (rounded). The estimated cost per square foot of Phase II -C, although slightly less is <br />similar to Phase IIB ($0.208299). The Phase II -C project cost estimates have allowed for a higher <br />ratio of improvements, concrete driveways, more stringent restoration specifications, and <br />conservancy with the estimate. The assessed cost, as with any project, will be regulated by the <br />degree of competition at the bidding of the project. <br />On May 21, 1999, a letter was sent to the Interim City Manager, John Van Antwerp, City of <br />Sebastian with a copy of an agenda item, a map of the Phase II -C (Phase I>) project area, and a <br />summary assessment roll schedule. <br />RECOAEWENDATION <br />The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve the attached Resolution III, and allow for project bidding. <br />JDC/b <br />Attachments <br />Director Hubbs added that staffhas been trying to expedite this project because wells <br />have been impacted negatively by the lack of rain. <br />Vice Chairman Adams requested that in the future staff try to hold informational <br />meetings in the impacted areas. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Tom Offerding, 662 Wallis Avenue, Sebastian, was concerned about the assessment <br />being based on square footage because there were easements on all four sides ofhis property. <br />JUNE 22, 1999 <br />21 <br />BOOK D FADE <br />
