DeBlois, aaQCP <br />Chiu Environmental Planning <br />DATE: June 25, 1999 <br />RE: Board Approval of Florida Communities Trust Cost -Share Agreement Extensions for the <br />Harmony Oaks, Oyster Bar Salt Marsh, and Blue Goose LAAC Sites <br />It is requested that the data herein presented be given formal consideration by the Board of County Commissioners at <br />its regular meeting of July 6, 1999. <br />Staff requests that the Board of County Commissioners authorize the Board Chairman to execute the attached <br />"Addendum I to Conceptual Approval Agreement" documents relating to the Harmony Oaks, Oyster Bar Salt Marsh, <br />and Blue Goose Florida Communities Trust (FCT) environmental land acquisition cost -share projects. <br />On December 8, 1998, the Board of County Commissioners approved the Conceptual Approval Agreements for the <br />referenced projects, for 50% cost -share funding from the FCT. The referenced Addenda extend the FCT grant award <br />expiration dates to January 27, 2000, to allow for ongoing negotiations. <br />Harmony Oaks <br />The —90 acre Harmony Oaks property, located adjacent to the Indian River Lagoon south of Vero Shores Subdivision <br />at the south county line, was acquired by the County in May 1998. The FCT grant award is for 50% cost -share <br />reimbursement. The FCT has recently reviewed and accepted the appraisal used by the County for the purchase, and <br />completion of the reimbursement is expected to occur by September 1999. <br />Oyster Bar Salt Marsh <br />The —163 acre Oyster Bar Salt Marsh project is located along the Indian River Lagoon an the barrier island, north of <br />Round Island Park (riverside). Appraisals have recently been completed, and negotiations are now being initiated with <br />twelve owners in the project The extension is necessary to allow for negotiations to progress. <br />Blue Goose <br />The Board recently held a public hearing regarding the Press parcel of the overall —25 acre Blue Goose project, <br />whereby county staff has been working with Mr. Tom Collins to develop a conservation easement in lieu of County <br />purchase of that panel. The ownc's representative of a second parcel in the project (associated with the Bermuda Club <br />development) has indicated an unwillingness to sell. Extension of the FCT grant will allow time to finalize the <br />conservation easement, and for the County to determine its approach regarding the overall project. <br />Staff recommends that the Board of County Commissioners authorize the Board Chairman to execute the attached <br />agreement addenda. <br />JULY 69 1999 <br />BOOK 2.03 PAGE UL <br />
