He was opposed to further <br />consideration of construction of a new building. <br />Gene Winne, 2096 Windward Way, on the Board of Directors of the Civic <br />Association of Indian River County suggested that it would be very difficult to find taxpayer <br />support for a new freestanding building. His Association believed the project was <br />unnecessary and would stretch the County's financial resources and cause a shortage in the <br />funding for the beach restoration project. <br />Brian Heady thanked Commissioner Grin for being the "voice of reason". He <br />believed the School District should use its own buildings, leaving adequate space for County <br />staff <br />Harry Thomas stated that the Sebastian City Council uses a converted school <br />building and even new buildings have "sick building" problems. He felt there are too many <br />other priorities before we build the "Taj Mahal". <br />Frank Coffey, 88 Cache Cay, also felt a "Taj Mahal" would 'not be in the best <br />interests of the taxpayers. <br />Bill Glynn, 1802 Barefoot Place, recommended that some funding be set aside and <br />a committee be formed to look into the best and most cost effective method of solving these <br />problems. He also felt that public hearings should be held to gather input from all taxpayers. <br />Kent Barclay, 1790 Coral Way, representing the Art in Public Places Committee <br />asked for the Board's support for art in public places. <br />The Chairman asked if anyone else wished to be heard regarding this matter. There <br />being none, the Chairman closed the public hearing. <br />MOTION WAS made by Commissioner Ginn to investigate buying out the Lease with <br />the School Board to enable the County to use that 20,000 square feet. <br />Chairman Macht ruled that the MOTION FAILED FOR LACK OF A SECOND. <br />JULY 611999 <br />0 <br />-44- <br />• <br />
