McCoy, AICPX" <br />Senior Planner, Current9evelopment <br />DATE: June 29, 1999 <br />SUBJECT: Christ Presbyterian Church's Request for Conceptual Plan and Special <br />Exception Use Approval for a Place of Worship <br />Itis requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of July 6, 1999. <br />Merrill and Pastor Architects has submitted an application on behalf of the Christ Presbyterian <br />Church for conceptual plan and special exception use approval to construct a place of worship and <br />accessory buildings. No school or day care use is being proposed or considered at this time. The site <br />is zoned RM -6, a zoning district which requires special exception use approval for a place of <br />worship. <br />The Board of County Commissioners is now to approve, approve with conditions, or deny the special <br />exception use request. Pursuant to Section 971.05 of the LDRs, the Board of County Commissioners <br />is to consider the appropriateness of the requested use for the subject site and surrounding area. The <br />county may attach any conditions and safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area <br />If the conceptual plan and special exception use request is approved, then the applicant will need to <br />submit an application for major (final) site plan approval in order for the project to proceed. That <br />major (final) site plan application will be reviewed by the Planning and Zoning Commission to <br />ensure compliance with the LDRs and consistency with the approved conceptual plan and any <br />conditions attached thereto. <br />At its regular meeting of June 10, 1999, the Planning and Zoning Commission voted unanimously <br />(6 - 0) to recommend approval of the application with the approval conditions recommended at the <br />end of this report. <br />As part of the public hearing, area residents brought up their concerns about traffic in the general <br />area Staff noted that improvements to the US #1/CR 510 intersection that are now underway should <br />resolve some of the concerns. These improvements should be completed by late summer/early fall. <br />Also, area residents had several concerns relating to the use of sr Street. Time concerns related <br />to truck traffic, speeding, traffic volume and the US #1 / gr Street intersection. In response to <br />those expressed concerns staff will post "no truck" signs on gr Street Also, staff will conduct a <br />speed limit study to determine if the speed limit can be lowered MPO staff will also recommend <br />that the FDOT conduct a signalizadon study for the US #1 / it Street intersection after the US <br />#1/CR 510 improvements are complete. In regard to traffic and the proposed church, it was noted <br />that traffic impacts from the church should be less than a multi -family project that could be <br />developed on the site as a permitted use. <br />JULY 69 1999 <br />-57- BOOK PAGE <br />
