Rezoning Ordinance <br />Community Development Director Bob Keating explained that the next four public <br />hearings were initiated by the County and required two public hearings. He suggested the <br />second hearing for all four be held July 27, 1999. He believed them to be non -controversial <br />since the Board had seen them before mostly as Comprehensive Plan Amendments. He then <br />reviewed the following special requirements for rezoning requests which are specified by <br />State law in a county -initiated request which involves more than ten acres: the Board must <br />hold two advertised public hearings; one of the public hearings must be after 5:00 p.m. on <br />a weekday, unless four Commissioners vote to conduct that hearing at another time of day; <br />and the second hearing must be held at least ten days after the first hearing and must be <br />advertised at least five days prior to the second hearing. <br />Director Keating then covered information for the first request which is set out in the <br />above memorandum. <br />Director Keating responded to a couple of questions from Vice Chairman Adams <br />concerning the landowners and public road right-of-way. <br />Commissioner Ginn questioned a calculation error in the minutes on page 29; 7000 <br />should be 770, and Director Keating explained what he meant to say and 7000 was correct <br />but the 10% was not used correctly. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Attorney Michael O'Haire advised that he represented a majority of the landowners <br />and they are in favor of this change, the sooner the better. <br />July 13, 1999 <br />18 <br />
