She thought it was imperative for the "lake" to separate the <br />development from the existing homes, but she was not too concerned whether the buildings <br />were two or three units attached. Open space is very important to her between the individual <br />homes as well as the attached buildings. <br />MOTION WAS MADE by Commissioner Adams, SECONDED <br />BY Commissioner Stanbridge, to request that staff and the <br />applicant come back with something more compatible with the <br />desires they have heard at this meeting. <br />Under discussion, Commissioner Stanbridge felt it was too confusing to do redesign <br />work at the meeting; the Commissioners needed to see it in black -and -white. She wanted to <br />see more green spaces with trees which may help soften some areas. She thought water <br />retention areas should not be considered as part of open space; 30% only leaves a small <br />amount as open space. <br />Chairman Macht wanted a clarification ofthe motion and bottom line, the motion was <br />to see it again with the changes to comply with the concerns expressed. <br />Commissioner Ginn thought this was unfair to the developer and that the Board <br />needed to revisit some of the regulations because current compliance is not what the Board <br />wants to see for the county. There is just too much density. <br />Chairman Macht agreed, but it is necessary to operate under the existing regulations. <br />Director Keating interjected that if density is the concern, this plan falls absolutely <br />within the regulations. flit is building type, style or set backs, that is different. He reminded <br />them that Windsor was one of the first PD's approved. If the concern is stormwater lakes, <br />he pointed out this particular area of the county requires large retention areas. He asked for <br />feedback as to the characteristics the Commissioners do not like so staff can incorporate that <br />in changes for the fiAwe. <br />Commissioner Ginn thought inclusion of stormwater in the open space was not good. <br />She was also concerned about the lack of green space, which she views as two different <br />issues. <br />-.Chairman Macht thought this a flagship case which pointed out that the Board needs <br />to tighten up the regulations for PD's so future plans are not allowed to reach this extreme. <br />July 13, 1999 <br />M <br />
