Mecoy�W <br />Senior Planner, Community Development <br />DATE: July 12, 1999 <br />SUBJECT: Indian River Courts Limited Partnership's Request for Conceptual Special <br />Exception Planned Development (PD) Approval for a Single and Multi Family <br />Development <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of July 20, 1999. <br />Captec Engineering, Inc. has submitted an application for PD special exception uselconc eptual PD <br />plan and conciurent preliminary PD plan approval on behalf of Indian River Courts Limited <br />Partnership to construct a single-family and multi -family residential project. The subject property <br />is loud near the northwest comer of Indian River Boulevard and 411 Street. The subject property <br />is zoned RM -8. <br />The conceptual and preliminary PD plans depict the construction of 200 multi family units and 36 <br />single-family units on two tracts of land that comprise the total project area. The multi -family area <br />is looted on the northern tract of land; the single-family lots are to be located on the southern tract. <br />Developments on the two tracts are dependent upon each other for density proposes, and are being <br />developed under unified control of a single PD plan, and a master homeowners association that will <br />control the overall site. <br />• PD Project Process <br />As a PD project, the process involved in review and approval of this proposal is as follows: <br />Anrnoval Needed Reviewing Bodv <br />1. Conceptual Plan/Special Exception PZC & BCC <br />2. Preliminary PD Plan PZC <br />3. Land Development Permit (LDP) or Waiver Staff <br />4. Final PD (plat) BCC <br />The applicant is now requesting approval of the first two steps. <br />• Planning and Zoning Commission Action <br />At its regular meeting of June 24, 1999, the Planning and Zoning Commission approved the <br />preliminary PD plan subject to the Board of County Commissioners approval of the special <br />exception use request. Also the Planning and Zoning Commission recommended approval of the <br />special exception use with an additional condition related to buffering along Indian River Boulevard. <br />That condition is included in the recommendation contained at the end of this report (condition a.). <br />JULY 209 1999 <br />-35- <br />BOOK .J FACE r <br />
