approved conceptual PD. The subject property is zoned RS -3 (residential, single-family up to 3 <br />units/acre) and is developed at a density of 0.55 units. <br />On August 27, 1998, the Planning and Zoning Commission granted preliminary PD plan/plat <br />approval for Windsor Plat 20. The developer, Windsor Properties, Inc., subsequently obtained a land <br />development permit and has completed construction of most of the required subdivision <br />improvements. The developer is now requesting final plat approval and has submitted the following: <br />1. A final plat in substantial conformance with the approved preliminary PD plat. <br />2. Contract for construction for the remaining required improvements. <br />3. An approved cost estimate from the project engineer. <br />4. A cash escrow agreement to guarantee construction. <br />ANALYSIS: <br />The majority of the required subdivision improvements have been constructed, with the exception <br />of sidewalks, road markers, street lights, swale improvements, and sodding. At this time, the <br />applicant is proposing to "bond -out" these remaining required improvements for this development, <br />as provided for in the county's land development regulations. Public Works staff has reviewed and <br />approved the submitted engineer's cost estimate and corresponding security amount which represent <br />115% of the estimated cost to construct the required improvements. In addition, the County <br />Attorney's Office has reviewed and approved the submitted contract for construction and the cash <br />escrow agreement. It should be noted that all improvements within Windsor Development will be <br />private, except for the utility facilities. The utility facilities will be dedicated to Indian River county <br />as required by the Utility Services Department. <br />Based on the above analysis, staff recommends that the Board of County Commissioners: <br />1. Grant final plat approval for the Windsor Plat 20, <br />2. Authorize the chairman to sign the contract for construction of remaining required <br />improvements, and <br />3.
