BUT IS KEPT IN <br />ITS ORIGINAL ORDER FOR PURPOSES OF CONTINUITY.) <br />Commissioner Ginn stated that an enormous amount of misinformation is being <br />circulated about this project. This has been 3 years in the planning and only now are the <br />naysayers being heard. The total cost for the initial project is $17,685,000 for Phase I. 50% <br />of that will come from a state grant (8.7 million); 2.89 million will come from tourist <br />development taxes, and 6 million from the 1¢ option sales tax. The 6 million coming from <br />the 1¢ option sales tax is less than 15% of the total collected. No other projects will be left <br />out in order to pay for the beach renourishment. Citizens will not see their taxes rise and <br />other necessary projects will not take a backseat. She has attended all the meetings and no <br />objections were expressed at that time. If we hold a referendum and it fails, we still have <br />a very serious erosion problem which could lead to more and more seawalls, which are very <br />detrimental to the environment. The erosion is only in certain parts of the beaches and we <br />do have other very nice beaches. She had received one letter from a citizen who thought the <br />project would cover the entire 22 miles of Indian River County coastline. The project will <br />only cover 8.3 miles. The oceanfront homeowners have not caused the erosion and the <br />property they formerly owned is now public beach property, while they have been paying <br />taxes on it for many years. All we are restoring is the public beach area, not homesites. <br />Quite a few of these oceanfront homeowners have installed seawalls at greatprivate expense. <br />The County Coastal Engineer, Jeff Tabar, has given numerous free presentations on the <br />project to a number of associations and homeowners' groups. Also, Commissioner Fran <br />Adams has been out trying to explain the project. She felt it is time we all work together and <br />suggested a public informational meeting, perhaps at 7:00 p.m., to get all the factual <br />information on all phases of the project to the public. <br />AUGUST 3,1999 <br />
