• <br />Mr. DeBlois announced that TerryCalleson, from.the State's Protected Species Office <br />was in the audience. The Commissioners welcomed Ms. Calleson. <br />Mr. DeBlois also explained an issue that had come up concerning the area north of <br />Barber Bridge. No changes were directed. <br />Vice Chairman Adams wished to ask some questions of Ms. Calleson concerning the <br />processing of this plan. <br />Terry Calleson, Environmental Specialist, 7892 Briar Creek Road, Tallahassee - <br />Florida Fish & Wildlife Conservation Commission, responded in detail as to the processing <br />of the plan. She felt it was important for the Board to know that there is a new Commission <br />and it is still somewhat unclear how some things will be handled. The Commission has had <br />only one meeting. She believed there would be a meeting in October at which time their <br />rule-making process will be formalized. She had no doubt that the County's plan was a good <br />one, was headed in the right direction, and probably closer than any other plan in the state. <br />She stated the working relations with County staff have been very good and they have done <br />an excellent job in bringing the plan to this point. She was very optimistic the plan could be <br />adopted within this calendar year. <br />Vice Chairman Adams asked Ms. Calleson for her thoughts on solutions to education <br />and law enforcement. <br />Ms. Calleson advised that she had not been with this new Commission very long, but <br />previously her agency had been very supportive of the local enforcement initiatives. She <br />could not predict how the new agency will respond; there may very well be a re -organization. <br />Responding again to Vice Chairman Adams, Ms. Calleson advised that only four <br />manatee plans have been adopted to date. Active negotiations with Brevard and Indian <br />River Counties are currently underway; other counties have had issues that have held up their <br />plans. <br />Commissioner Ginn understood that Revision 5 specifically states the Legislature will <br />handle the purse strings. She felt MANWAC was correct in recommending we go to our <br />Legislative Representative and predicted the next Legislative Session will be active. <br />Vice Chairman Adams recalled that a couple of years ago the Legislature funded 100 <br />additional Highway Patrol officers that we are still waiting to see on the road. <br />In response to Commissioner Ginn's inquiry, Mr. DeBlois stated he had no objection <br />to the changes being proposed. <br />AUGUST 17, 1999 <br />49 <br />• <br />eoa Erq;7 Fi <br />
