PROCLAMATION AND RETIREMENT CERTIFICATE TO DONALD G. <br />FINNEY UPON HIS RETIREMENT FROMINDIANRIVER COUNTY <br />�ENGINEERIlVG DEPARTMENT) <br />The Board presented the following Proclamation and Retirement Certificate to Donald <br />G. Finney: <br />PROCLAMATION <br />WHEREAS, Donald G. Finney announces his retirement from the Engineering <br />Division and Indian River County Board of County Commissioners effective August 26, <br />1999. <br />WHEREAS, Donald G. Finney began his employment with Indian River County in <br />February of 1982 with Public Works as an Engineering Technician. In December of 1984, <br />he was reclassified to a Park Engineering Designer, and in July of 1985 he was promoted to <br />Right -of -Way Agent which is the position he maintains today. <br />WHEREAS, Donald G. Finney has been instrumental in acquiring right-of-way for <br />Indian River County projects ranging from numerous Special Assessment projects like <br />Cherry Lane, R.D. Carter Road and Walker Avenue. Mr. Finney was the project manager <br />who worked with the Florida Inland Navigational District (FIND) in establishing the Joe <br />Earman Park and Boat Ramp and the Blue Cypress Lake Floating Boat Dock in the early <br />1980's. <br />WHEREAS, Donald G. Finney has had excellent public relations in negotiating with <br />property owners and attorneys on numerous projects where right-of-way acquisition and <br />Murphy Deed Reservation determination was necessary to expand road improvements or <br />other improvements such as the Indian River County Fairgrounds, Indian River County <br />Parks, the Indian River Boulevard and Indian River County Jail. <br />NOW, THEREFORE, BE IT PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the Board wishes to <br />express their appreciation to Donald G.
