There <br />being none, the Chairman closed the public hearing. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Ginn, the Board <br />unanimously adopted Ordinance 99-021, as <br />amended, establishing regulations governing alarms <br />responded to by law enforcement agencies in Indian <br />River County and repealing Ordinances 99-010 and <br />99-015, to become effective October 1, 1999. <br />ORDINANCE 99 - 21 <br />AN ORDINANCE OF INDIAN RIVER COUNTY, <br />FLORIDA, ESTABLISHING REGULATIONS <br />GOVERNING ALARMS RESPONDED TO BY LAW <br />ENFORCEMENT AGENCIES IN INDIAN RIVER <br />COUNTY AND REPEALING ORDINANCES 99-10 <br />AND 99-15. <br />WHEREAS, up to 99 percent of alarm signals are false alarm signals; and <br />WHEREAS, responding to these false alarms is a waste of manpower; and <br />WHEREAS, other Florida counties with similar experiences have adopted <br />ordinances similar to this ordinance with the result that there has been a dramatic <br />decrease in the number of false alarms; and <br />WHEREAS, the Board of-C-annty Commissioners determines that it is in the <br />public interest to regulate alarms; and - <br />WHEREAS, Ordinance 99-10 adopted regulations governing alarms and <br />Ordinance 99-15 extended the effective date of Ordinance 99-10 to allow further <br />review; and <br />WHEREAS, further review has resulted in changes in the alarm regulations, <br />AUGUST 24, 1999 <br />W� <br />is 0 <br />
