CONTRACT MODIFICATION #2 TO AGREEMENTS WITH <br />TREASURE COAST REGIONAL PLANNING COUNCIL, <br />FELLSMERE, ORCHID, INDIAN RIVER SHORES, SEBASTIAN, AND <br />VERO BEACH CONCERNING COMPLETION OF SINGLE, UNIFIED <br />COUNTYWIDE LOCAL MITIGATION STRATEGY <br />The Board reviewed a Memorandum of August 23, 1999: <br />TO: Honorable Board of County Commissioners <br />THROUGH: James E. Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Department of Emergency Services <br />DATE: August 23, 1999 <br />SUBJECT: Contract Modification #2 to an Inter -Local Agreement between Indian River County and the Treasure <br />Coast Regional Planning Council (TCRPC) to Complete a Single, Unified County -wide Local <br />Mitigation Strategy (originally approved by the BCC on 7/14/98). <br />Contract Modification #2 to a Municipality Subcontract Participant in the Development of a Local <br />Mitigation Strategy for Indian River County forthe followingmunicipalities: City ofFelismere, Town <br />of Orchid, Town of Indian River Shores, City of Sebastian and the City of Vero Beach (originally <br />approved by the BCC on 7/22/98). <br />The original contract with the TCRPC provided for the development of Indian River County's Local Mitigation Strategy <br />(LMS) for an amount of $83,087. The agreement entered into with the Department of Community Affairs (5/19/98) <br />provided for a fixed fee amount of up to $110,500 to develop that strategy. The resulting balance is $27,413. In an <br />effort to enhance Indian River County's mitigation efforts, the LMS Working Group elected to utilize the balance of <br />funds to achieve that goal. A proposal was requested of the TCRPC at the July 16 meeting and a document entitled <br />Additional LMS Planning Services Proposal for Indian River County was presented to the LMS Working Group at the <br />August 18, 1999 meeting. A motion was made to approve the additional services and was passed unanimously. <br />If approved by the Board, the additional services provided by the consultant will enhance Indian River County's LMS <br />by implementing the projects and goals developed in the LMS. The services will include continuation of committee <br />meetings, grant assistance to seek fiords for projects previously identified by the Working Group in the Project <br />Prioritization List, generating more interest within the private sector community and exploration of the development of <br />a county -wide hazard mitigation retrofit program in Indian River County. <br />RECOMMENDATION: <br />The Local Mitigation Strategy Working Group and staff recommends approval of Contract Modification #2 in the <br />amount of $27,413, the remaining grant funds, which amends the Scope of Work to provide for additional LMS <br />Planning services to enhance Indian River County's Local Mitigation Strategy. <br />ATTACHMENTS: <br />Three original copies of Modification #2 to Inter -Local Agreement with the TCRPC. <br />Three original copies of Modification #2 for each Subcontract Participant (City of Fellsmere, Town of Orchid, Town <br />of Indian River Shores, City of Sebastian and the City of Vero Beach). <br />SEPTEMBER 7, 1999 <br />UN <br />EOL .
