BACKGROUND <br />On May 11, 1999, the Indian River County Board of County Commissioners unanimously <br />authorized staff to proceed with the design engineering necessary, in order to proceed with the <br />above project. Design has been completed by the Department of Utility Services staff. We are now <br />ready to begin the assessment process associated with this project (See attached agenda item and <br />minutes of the above -referenced meeting). _ <br />ANALYSIS <br />Of the 13 homes on 110' Place (one under construction), 11 homeowners have signed the petition <br />(85% of the homes), for County water due to substandard quality of their well water. One owner <br />not signing the petition owns five vacant lots. Although the owners signing represents 52% of the <br />21 lots, (eight lots being vacant), staff believes, due to the high percentage of homeowners in favor, <br />that the project should move forward at this time. <br />The typical lot sizes in this subdivision are 0.30 acre to 0.33 acre, with 3 lots greater, these being <br />0.37 to 0.42 acre, all of lots being "undersized" as defined in the Indian River County <br />Comprehensive Plan. According to the Environmental Health Department for Indian River County, <br />this subdivision does not meet today's standards for construction with wells and septic tanks. This <br />limits the size of homes that may be constructed. Since construction is subject to site placement of <br />wells and septic tanks on neighboring lots, some of the 8 vacant lots could be determined <br />"unbuildable." Installation of a water system can help to reduce such a risk for future home <br />construction. <br />Indian River County's Comprehensive Plan states, "The County's water system shall be expanded <br />to supply the potable water needs of the eastern half of the County during the period 1986 — 2005. - <br />(Attached <br />(Attached is page 4 of the Potable Water Sub -element, and page 22 of the Sanitary Sewer Sub - <br />element). The attached map displays the area to benefit from the assessment project. This project <br />is to be paid through the assessment of property owners along the proposed water line route. In the <br />interim, funding will be from the Assessment Fund No. 473 —000-169-372.00. <br />In cooperation with the Public Works Department, staff has obtained a right-of-way record drawing <br />which has been utilized for design of this project. Although some minor survey work will still be <br />required, this may assist in reducing project design costs. Design services will be provided by the <br />Department of Utility Services. <br />Attached are Resolutions I and II for the assessment project The total estimated project cost and <br />amount to be assessed, including engineering and administration is $43,531.60. The attached cost <br />per square foot is $0.15466. <br />The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve the attached resolutions, which approve the preliminary assessment roll <br />and establish the public hearing date. <br />JDC/b <br />Attachments <br />SEPTEMBER 7, 1999 <br />104 <br />
