F, <br />The developer has agreed to evaluate the possibility of "over -sizing" the project system'to <br />determine if run-off from firture Oslo Road or 43d Avenue road improvement projects could <br />be accommodated within the project. That evaluation will need to be conducted as part of <br />the land development permit application. If street stormwater nm -off can be accommodated <br />on-site, Public Works will negotiate with the applicant for accepting street run-off. All <br />stormwater management and flood protection details and county requirements will be <br />addressed during review of the project's land development permits: <br />11. Utilities: County water and sewer service for each lot is required and proposed. A sewer <br />service lift station for the overall project is to be constructed on "Tract C", located within <br />Phase I. Utility Services and Environmental Health have no objection to PD plan approval. <br />12. Dedication and Improvements: <br />► Right -of -Way : Along the site's t 1,300' of Oslo Road frontage, there exists a 50' <br />wide strip of Oslo Road right-of-way. A 10' wide strip of additional Oslo Road right- <br />of-way must be dedicated without compensation as required by the LDRs and as <br />noted on the PD plans. In addition to the 10' dedication, 70' more right-of-way is <br />required to bring the total Oslo Road right-of-way up to the 130' ultimate width. The <br />70' acquisition area is also depicted on the plans and all proposed lots, buffers, and <br />setbacks are depicted outside of the acquisition area. Therefore, the PD plan <br />accommodates all of the Oslo Road right-of-way needed to provide the 130' ultimate <br />width. <br />Along the site's f 2,500' of 43rd Avenue frontage, there exists a 50' wide strip of 43rd <br />Avenue road right-of-way. A 10' wide strip of additional right-of-way must be <br />dedicated without compensation as required by the LDRs. In addition to the 10' <br />dedication, 40' more right-of-way is required to bring the total 43rd Avenue right-of- <br />way up to the 100' ultimate width. The 40' acquisition area is also depicted on the <br />plans and all proposed lots, buffers, and setbacks are depicted outside of the <br />acquisition area. Therefore, the PD plan accommodates all of the 431d Avenue right- <br />of-way needed to provide the 100' ultimate width. <br />The proposed local streets within the project will consist of 50' wide private rights- <br />of-way (100' radius at each cul-de-sac) that will contain 20' wide paved roads with <br />curb and gutter drainage. These design elements are consistent with standard LDR <br />requirements. Streets will be dedicated to a private property owners association. As <br />required by the LDRs, the right-of-way width at the project's 431 Avenue entrance <br />will be wider than 50' to accommodate proposed entry median islands. <br />► Sidewalks: As required by the LDRs and the county's sidewalk/bikeway plan, <br />sidewalks will be provided along the site's Oslo Road and 431 Avenue frontages. <br />These are depicted on the PD plan. These sidewalks will be located within public <br />road right-of-way. The previously described internal project sidewalks will be <br />located within private right-of-way and common areas and will be owned and <br />maintained by a private property owners association. <br />► Street Lights: Streetlights will be provided at all street entrances, intersections, and <br />curves and will be the responsibility of a private property owners association. <br />Stormwater and Recreation Tracts: Stormwater tracts and easements, and recreation <br />tracts will be the responsibility of a private property owners association. <br />SEPTEMBER 7,1999 <br />48 <br />
