Between 41" Street and 45* Street, along the west side of the F.E.C. Railway, the land use pattern <br />consists of a mix of residential and commercial uses and vacant land. Directly west of the subject <br />property, across Old Dixie Highway and the F.E.C. Railway, land is within the CL, Limited <br />Commercial, District and consists of neighborhood commercial type uses. <br />The subject property and adjacent properties on the north, south, and east are designated C/I, <br />Commercial/Industrial, on the future land use map. The C/I designation permits various commercial <br />and industrial zoning districts. <br />To the west, across Old Dixie Highway, land is designated either C/I, CommerciaYindustrial, or M- <br />2, Medium -Density Residential -2, on the future land use map. The M-2 designation allows <br />residential uses with densities up to 10 units/acre. <br />The subject property, a developed site, is not designated as environmentally important nor <br />environmentally sensitive by the comprehensive plan. No wetlands or native upland plant <br />communities exist on the site. According to Flood Insurance Rating Maps, the subject property does <br />not contain any flood hazard areas. <br />The site is within the Urban Service Area of the county. Water lines extend to the site from the <br />North County Reverse Osmosis Plant. Wastewater collection lines from the Central Regional <br />Wastewater Treatment Plant extend to the site. <br />Access to the site is from Old Dixie Highway. Classified as an urban collector roadway on the future <br />roadway thoroughfare plan map, this segment of Old Dixie Highway is a two lane road with <br />approximately 66 feet of public road right-of-way. Although the comprehensive plan indicates a <br />need for up to 14 additional feet of right-of-way by the year 2020, there are no current plans to <br />expand this portion of Old Dixie Highway. <br />In terms of permitted uses, there are both similarities and differences between the existing CH <br />district and the proposed CG district. As a transitional type of zoning district having more intense <br />uses than general commercial districts and less intense uses than industrial districts, the CH district <br />is oriented to uses such as warehouses, packinghouses, contractor trades, and repair establishments. <br />In contrast, the CG district is intended for retail, office, and service commercial development. The <br />differences between the districts are best illustrated by their purpose statements. These purpose <br />statements, found in the county's land development regulations, are as follows: <br />CH, Heavy Commercial District. The CH, Heavy Commercial, district is intended to <br />provide areas for establishments engaging in wholesale trade, major repair services and <br />restricted light manufacturing activities. The CH district is further intended to provide <br />support services necessary for the development of commercial and industrial uses allowed <br />within other non-residential zoning districts. <br />CG, General Commercial District. The CG, General Commercial, district is intended to <br />provide areas for the development of general retail sales and selected service activities. The <br />CG district is not intended to provide for heavy commercial activities, such as commercial <br />service uses, heavy repair services nor industrial uses. <br />SEPTEMBER 7, 1999 <br />57 <br />
