September 13, 1999 <br />The Board of County Commissioners of Indian River County, Florida, met in Special <br />Emergency Session at the County Commission Chambers, 1840 251 Street, Vero Beach, <br />Florida, on Tuesday, September 13, 1999. The meeting was called by the Chairman to <br />declare a state of local emergency in preparation for Hurricane Floyd. Present were Kenneth <br />R Macht, Chairman; Caroline D. Ginn; Ruth Stanbridge; and John W. Tippin. Vice <br />Chairman Adams was not present. Also present were James E. Chandler, County <br />Administrator; Charles P. Vitunac, County Attorney; and Patricia Ridgely, Deputy Clerk. <br />The Chairman called the meeting to order at 1:52 p.m. and announced that this was <br />an emergency meeting to declare a state of local emergency. Many others were present as <br />a 2 o'clock meeting had been called earlier in the day for the Emergency Services <br />Department to brief all department heads, municipality and agency representatives, <br />constitutional officers, and others about the approaching hurricane. <br />The Chairman read the proposed resolution into the record. <br />ON MOTION by Commissioner Tippin, SECONDED BY <br />Commissioner Stanbridge, the Board unanimously (4-0, <br />Commissioner Adams absent) adopted Resolution No. 99-91 <br />declaring state of local emergency. <br />September 13, 1999 <br />RESOLUTION 99 - 91 <br />INDIAN RIVER COUNTY RESOLUTION DECLARING <br />STATE OF LOCAL EMERGENCY <br />WEMWAS, the National Hurricane Center recognizes the danger to coastal residents <br />of Florida from Hurricane Floyd, by posting a hurricane watch from Hallandale to <br />Flagler Beach; and <br />WaiEREAS, Indian River County has high evacuation times to evacuate residents from <br />the hazards of a hurricane; and <br />WHEREAS, the current forecast error of the National Hurricane Center does not allow <br />for a confident prediction of the track of Hurricane Floyd at that point in time, coinciding <br />with Indian River County's high evacuation times; and <br />WHEREAS, Hurricane Floyd has the potential for causing extensive damage to public <br />utilities, public buildings, public communication systems, public streets and roads, public <br />drainage systems, commercial and residential buildings and areas; and <br />1 <br />
