HURRICANE FLOYD REPORT - EMERGENCY MANAGEMENT <br />DIRECTOR <br />Emergency Services Director Doug Wright gave a comprehensive presentation using <br />electronic aids to project information for everyone to see. The documents he used for his <br />presentation (Hurricane Floyd Overview) are filed with the back up of the meeting. In his <br />overview he described the threat to Indian River County by Hurricane Floyd, the timetable <br />of how the emergency was handled throughout the county, photographs of damage and <br />erosion to the beaches. <br />Chairman Macht read his letter of commendation into the record as follows: <br />September 20, 1999 <br />TO: ALL EMPLOYEES, ORGANIZATIONS, AGENCIES AND VOLUNTEERS <br />WHO PARTICIPATED IN HURRICANE FLOYD ACTIVITIES <br />SUBJECT: LETTER OF COMMENDATION <br />There are times when individuals and orgammons go far above and beyond that which is expected <br />and required of them. Such was the case during the period of September 13 - 15, 1999, prior to and <br />after Hurricane Floyd, a Category IV hurricane, brushed the Indian River County coast line with min <br />and substantial winds. <br />As you know, emergency plans were implemented relating to evacuation, special needs <br />transportation and sheltering, schools were opened as shelters, public safety agencies put their plans <br />into action, the Emergency Operations Center was activated, and many activities had to be <br />undertaken by various agencies to prepare for the worst. You and your organization thoroughly' <br />demonstrated your willingness to assist and your efforts clearly contributed to a readiness posture <br />and response that was second to none. <br />My fellow Commissioners and I personally observed many agencies and individuals in the Process <br />of carrying out emergency plans and taking protective actions to protect both life and property during <br />the period when the storm was athreat to our citizens and visitors. The f tctthat Indian River County <br />had no loss of life and limited property damage is directly attributable to your actions and your <br />willingness to share your time and skill for the benefit of others. <br />On behalf of the Indian River County Board of County Commissioners, please accept my personal <br />thank and strongest commendation for the skillful manner in which you and Your agency Performed - <br />With special thanks, <br />4— <br />ern Z t RECEIVED <br />Chairman <br />SEP 2 01999 <br />cc: James E.
