OUS MATERIALS EMERGENCY PLANNING <br />AGREEMENT (FY 1999-2000 - CONTRACT NO.00CP-3V-10-40-22-0141 <br />AND PURCHASE OF CAPITAL EQUIPMENT <br />The Board reviewed a Memorandum of September 9, 1999: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Douglas Wright, Director of Emergency Services te"" <br />FROM: Nathan McCollum, Emergency Management Coordinator <br />Department of Emergency Services <br />DATE: September 9, 1999 <br />SUBJECT: Approval of FY 99/00 Hazardous Materials Emergency Planning Agreement <br />Contract Number OOCP-3V-10-40-22-014 and Purchase of Capital Equipment <br />On October 17,1986, the Superfimd Amendments and Re -authorization Act of 1986 (SARA) was enacted into law. <br />Title III of the SARA legislation established requirements for federal, state, and local governments as well as <br />industry regarding emergency planning and reporting on hazardousitoxic chemicals. Subsequently, Indian River <br />County developed a Hazardous Materials Emergency Plan which was endorsed by the Department of Community <br />Affairs and then approved by the Board of County Commissioners. It has been updated biennially since 1988 with <br />finding provided to the County in the form of a grant and it is due to be updated. <br />Recognizing the threat posed by hazardous materials to both the population and the environment, the State <br />Legislature has extended grant fimds to update Indian River County's Hazardous Materials Emergency Plan. <br />Biennially, the Department of Community Affairs/Division of Emergency Management administers the Hazardous <br />Materials Emergency Planning Agreement with each Florida county. These funds are used to enhance hazardous <br />material planning, response and education for Indian River County. <br />The attached agreement is consistent with prior agreements and awards Indian River County a gross total of <br />$10,857.00 for FY 99/00. This agreement does not require any matching funds.
