GENERAL FUND <br />matter. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in this <br />Frank Coffey, 88 Cache Cay, thanked Budget Director Joe Baird and Budget Analyst Jason <br />Brown for their time in answering his questions. <br />Jay Hart, 1025 Palmar de Ays Drive, questioned the tourism fund, and Budget Director Joe <br />Baird responded that the tourism fund is included in other special revenue funds. <br />Sheriff Gary Wheeler gave details from some of the previous uses of the helicopter which <br />had been objected to by Chairman Macht, but which he felt were legitimate law enforcement uses <br />ofthe helicopter. He then expanded on his definition ofthe term "law enforcement" and commented <br />that he felt the misunderstanding between the Board and himself grew out of the difference in that <br />definition. He believed that law enforcement must now be a proactive position, including a lot of <br />community outreach. <br />Chairman Macht felt that the Board had a clear understanding that the helicopter would be <br />solely used for law enforcement and did not agree to orbiting of sporting events, shining lights in <br />people's eyes on the highway, and a pilot landing in someone's farm to check the progress ofpainting <br />his car. He still believed that the Sheriff was using the helicopter far beyond the scope agreed upon <br />and the service was costing a lot more money than anticipated. <br />Commissioner Adams noted that the Board is not questioning the effectiveness of the <br />helicopter, but the abuses. <br />SEPTEMBER 21, 1999 <br />All <br />BOUKt�. <br />
