POLICY REGARDING REVENUE FOR SHERIFF'S OUT - <br />OF -COUNTY PRISONERS <br />The Board reviewed a Memorandum of September 22, 1999: <br />TO: Members of the Board of County Commissioners <br />DATE: September 22, 1999 CONSENT AGENDA <br />SUBJECT: Policy for Housing Out -of -County Prisoners <br />Sheriffs Office <br />FROM: Joseph A. Baird <br />OMB Director (OP <br />At the request of the Board of County Commissioners, staff is forwarding a policy of how <br />revenue received from housing out -of -county prisoners will be handled in the future. <br />1. The Sheriff's Office shall attempt to seek out -of -county prisoners to fill the <br />vacancies in the County jail. <br />2. The Sheriff's Office will bill the appropriate agencies monthly for the <br />prisoners that were housed in the jail. <br />3. Upon receipt of the revenue from housing the out -of -county prisoners, the <br />Sheriff's office will deposit those funds in the Sheriffs Office Operating <br />Account. <br />4. After receipt of the revenue, the Sheriffs Office will request on a monthly or <br />quarterly basis, a Budget Amendment from the Board of County <br />Commissioners to appropriate the revenues and expenses. <br />5. The Budget Amendment request will be accompanied with a breakdown <br />showing (a) the agency from which the revenue was received; (b) the number <br />of prisoners housed and the charge per prisoner. <br />6. The Sheriffs Office will first use the revenue to offset the expense of housing <br />the prisoners at a cost of up to $15.00 per day and the remaining balance will <br />be used to supplement other programs in the Sheriff s Office. <br />7. The Budget Amendment expenditure categories will be as set forth in Chapter <br />30.49 of the Florida Statutes. <br />8. If the Sheriff uses the revenue to purchase capital, a list of the proposed <br />capital items should be included with the request. <br />9. A brief summary of the areas the Sheriff plans to supplement with prison <br />revenue shall be included with the budget request. <br />SEPTEMBER 28, 1999 <br />-138- <br />
