GOOKS <br />In 1995, as a change from previous years, two separate contracts - one for Utilities property, and one for <br />countywide private property - were executed. This memorandum and the attached contract renewal pertain <br />only to the countywide well plugging program; well plugging relating to County Utilities property will be <br />addressed by the County Utilities Department under a separate agreement. The attached FY 1999-2000 <br />countywide contract renewal follows the same format as the 1995 countywide agreement (entered in January <br />1996) that was renewed last fiscal year. <br />Abandoned flow -wells result in the unnecessary consumption of groundwater. Moreover, artesian flow wells <br />tend to have high chloride levels, and in tum lower water quality in the surficial aquifer, which is commonly <br />used for private potable wells. Renewal of the attached agreement will result in the continuation of an <br />important and successful water quality and quantity protection program. The agreement renewal will fulfill <br />Comprehensive Plan Natural Groundwater Aquifer Recharge Policy 3.5, which calls for ongoing renewal <br />of the program. <br />In anticipation of this agreement renewal, $20,000 has been earmarked in the County's FY 1999-2000 budget <br />for the countywide well -plugging program (Plannmg/Code Enforcement Budget Account # 004-207-524- <br />033-19, <br />04207-524033.19, under "Professional Services"). <br />Staff recommends that the Board of County Commissioners approve the attached countywide abandoned <br />flow well plugging cost -share agreement renewal with the SJRWMD for FY 1999-2000, and authorize the <br />chairman to execute the agreement. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Ginn, the Board <br />unanimously approved the Countywide Abandoned <br />Flow Well Plugging Cost -Share Agreement with <br />SJRWMD and authorized the Chairman to execute <br />same, as recommended by staff. <br />AGREEMENT IS ON FILE IN THE OFFICE <br />SEPTEMBER 28, 1999 <br />OF THE CLERK TO THE BOARD <br />-20- <br />
