CHASTA14— <br />AND STAFFED MANAGER OF ASjENMENT PROJECTS <br />BY: DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: FLORAVON SHORES SUBDIVISION <br />PETITION WATER SERVICE –110' PLACE <br />INDIAN RIVER COUNTY PROJECT NO. UW -99 -03 -DS <br />RESOLUTION III – PUBLIC HEARING <br />On September 7, 1999, the Indian River County Board of County Commissioners approved <br />Resolution I (99-89), and Resolution lI (99-90). Resolution I contained the preliminary assessment <br />roll describing the project and cost Resolution II set the date of the public hearing for the subject <br />project Property owners have been notified of the public hearing by mail. Resolution I (99-89) <br />was published in the Vero Beach Press Journal on September 13, 1999. (See attached agenda item <br />and minutes of the above meeting). <br />ANALYSIS <br />Of the 13 homes on 110d' Place (one under construction), 11 homeowners have signed the petition <br />(85% of the homes), for County water due to substandard quality of their well water. One owner not <br />signing the petition owns five vacant lots. Although the owners signing represents 52% of the 21 <br />lots, (eight lots being vacant), staff believes, due to the high percentage of homeowners in favor, <br />that the project should move forward at this time. <br />SEPTEMBER 289 1999 <br />0 <br />
