4. ADDITIONS TO THE AGENDA <br />Chairman Macht announced the addition of item 11.G.4., Kings Highway <br />Improvements, Change Order #4; and a new page for item 9.A. to replace page 133. <br />ON MOTION by Commissioner Adams,, SECONDED BY <br />Commissioner Ginn., the Board unanimously approved the <br />addition and page substitution as announced. <br />5. PROCLAMATION DESIGNATING OCTOBER 1999 AS <br />DOMESTIC VIOLENCE AWARENESS MONTH <br />Chairman Macht read the proclamation which was accepted by Debra Swanson who <br />thanked the Board for the recognition and gave statistics concerning domestic violence in <br />Indian River County and the assistance provided by Safe Space to clients. <br />PROCLAMATION <br />DESIGNATING THE MONTH OF OCTOBER 1999 AS <br />DOMESTIC TH <br />IN DIANORIVER COUNTY, FLORmLENCE AWARENESS A <br />WHEREAS, domestic violence is a serious crime that affects people of all races, ages, income <br />levels and sexes; and <br />WHEREAS, the crime of domestic violence violates individual's <br />privacy, <br />"s eoecurit , <br />and humanity due to the systematic use of physical, emo <br />control or abuse; and <br />WHEREAS, 53% of children living in violent homes are also abused, often sexually; and <br />WHEREAS, one out of four teenagers experiences violence in a dating relationship; and <br />WHEREAS, domesticand court costs, sshhelte sanand foster � sick $10 billion <br />annually <br />a � <br />medical expenses, police <br />productivity; and <br />WHEREAS, every 15 seconds a woman in the United states is beaten by her husband, boyfdend <br />or a member of her family; and <br />WHEREAS, more than seven million women are killed each year by their P�eM and only a <br />coordinated effort will put a stop to this heinous crime. _ --- — <br />October 5, 1999 <br />2 <br />
