BACKGROUND <br />At the present time, the Department of Utility Services operates, monitors, and maintains <br />676 wastewater lift stations which pump on the average 3.130 million gallons of <br />wastewater per day. <br />In 1991, the Department of Utility Services purchased a Computerized Supervisor <br />Control and Data Acquisition (SCADA), Telemetry System from Data Flow Systems, <br />Inc. This system allowed the utility to operate and monitor the fimctions and status of its <br />lift stations. <br />In 1997, the Board of County Commissioners authorized the utility staff to proceed with <br />a program to provide redundancy and significant enhancement to the existing Data Flow <br />System. The Tera® system was selected to provide this service, and is presently nearing <br />completion. The Tera® system is filly Y2K compliant, (see attached), and provides the <br />primary SCADA control service for the utility system. <br />Although the Data Flow Telemetry System has served the utility well, portions of the <br />system need to be upgraded to maintain the system as a viable, redundant SCADA <br />instrument. <br />• The attached Y2K compliance investigation verified that the presently utilized <br />Remote Terminal Units (RTU) hardware is compliant, but also verified that the 1991 <br />software, and the 486 processor with which it operates, are not. For the dataflow <br />system to operate as a true backup, an upgrade has been proposed <br />CONCLUSION <br />As outlined in the attached proposal, Data Flow Inc. will upgrade the computerized <br />SCADA Telemetry System. The upgrades will provide the following benefits: <br />1. The Operating System will be fully compatible with the Year 2000. <br />2. The computer hardware will be fully compatible with the Year 2000. <br />3. The Department of Utility Services will have a one-year material and <br />workmanship money -back guarantee. <br />4. The Data Flow system software is warranted for as long as the original system <br />is in use by the Department of Utility Services. <br />S. The Department of Utility Services will receive a loaner computer for use at <br />no additional cost during any necessary repairs to the system, after the <br />warranty period expires. <br />6. Data Flow Systems will provide Indian River County Department of Utility <br />Services with free software upgrades for as long the system is used by the <br />County. <br />October 5, 1999 <br />26 <br />I <br />
