• <br />• <br />Staff recommends that the Board of County Commissioners: <br />1. Determine whether or not it wants staff to initiate any changes to the existing PD <br />regulations. <br />2. If it is determined that changes are needed, direct staff to make changes to specific <br />PD elements and provisions. <br />Community Development Director Bob Keating stated that staffs' report is now <br />available on the Internet and can be located at: www.onebahamas.com/indianriver (the <br />County's current test site). He reviewed the Planned Development (PD) process as (1) <br />identify any problems; (2) discuss the advantages and disadvantages; (3) determine the need <br />for changes; and (4) consider any differences in the process for agricultural PDs. Zoning <br />was first regulated in the County in 1957, with the PD Ordinance being adopted in 1985 and <br />the first changes in 1991. There have been 56 PD applications since 1985, with 52 of those <br />approved. <br />The Chairman opened the public hearing and asked if anyone wished to be heard with <br />regard to this matter. <br />Frank Coffey, 5045 Fairways Circle, complimented staff for their efforts but felt the <br />process needs further review and clarification for developers. He referenced the recent <br />Citrus Springs application which had been approved by Planning & Zoning and staff. Once <br />that application was presented to the Board, it was revised to reflect the Commissioners' <br />comments and concerns, brought back before the Board and still got voted down.
