• <br />Policies 1.34 and 1.35 <br />Based on DCA's ORC report and subsequent coordination with DCA sta$ county staff made minor <br />revisions to polices 1.34 and 1.35 to reduce the confusion as to the intent of those polices and to add <br />clarity to those policies. These revisions were not presented at the transmittal public hearing. <br />Policies 1.34 and 1.35 are being revised to rename the "mixed use" land use designation to the "new <br />town" land use designation. Although this floating land use designation does require a mixture of <br />land uses, the "mixed use" label does not accurately describe the type of projects that are consistent <br />with policies 1.34 and 1.35. While the term "mixed use" may describe a shopping center with office <br />uses or a residential area with accessory commercial uses, policies 1.34 and 1.35 are intended to <br />produce self-sufficient communities within which residents may be able to work, shop, and live. <br />In its comments for a previous comprehensive plan amendment (DCA Reference No. 98-IER), <br />Treasure Coast Regional Planning Council staff commented that the term "mixed use" is <br />unnecessarily vague and non -descriptive for what Indian River County anticipates through policies <br />1.34 and 1.35. Changing "mixed use" to "new town" will eliminate the vagueness of this floating <br />land use designation and more accurately describe the type of development consistent with policies <br />1.34 and 1.35. <br />This change will require staff to replace the term "mixed use designation" with "new town <br />designation" throughout the comprehensive plan. For the adopted portion of the comprehensive <br />plan, only policies 1.34 and 1.35, are affected by the change from "mixed use" to "new town." <br />Revisions to those polices are shown below. Revisions to the data and analysis section of the <br />comprehensive plan to reflect this name change will be done administratively. <br />Proposed Action: REVISE POLICY <br />Policy 1.34: The m4ed-as@ new town land use designation shall be a floating zone which may be <br />overlaid on any property with an agricultural land use designation (AG -1, AG -2, and AG -3). Each <br />wined --w new town designation shall be approved as a Planned Development (PD) and shall meet <br />the requirements of Policy 1.35. <br />Nodesignation shall be approved except as an amendment to the Future Land <br />Use Map of the Comprehensive Plan. Such amendments shall identify the location of the district <br />on the future land use map and shall update the plan's data and analysis section to reflect the <br />population impacts of the district. Compliance with all iced -use new town designation <br />requirements shall indicate that a proposeded-ese new town district amendment is consistent <br />with the comprehensive plan and warrants approval: <br />no FAixed-wenew district shall be established unless it meets the following <br />size requirements: <br />BOUNDARY TO BOUNDARY DISTANCE MINIMUM <br />FROM URBAN SERVICE AREA SIZE <br />• one mile or less 1200 acres <br />• more than one mile but less than six miles 2400 acres <br />• more than six miles 3600 acres <br />no mimedi-Re new town district shall be established unless it is located on or has access <br />an arterial road <br />OCTOBER 26, 1999 <br />-39- <br />• <br />BOOK Ii I FAGE155 <br />
