• <br />As part of its consistency analysis, staff compared the proposed request to all the objectives and <br />policies in the plan and found no conflicts. Therefore, the request is consistent with the <br />comprehensive plan. <br />Compatibility with the Surrounding Area <br />Because the subject property is nearly surrounded by either major roads or other multiple -family <br />zoning districts, compatibility is not a major concern with respect to this request. Although citrus <br />groves currently abut the subject property's west side, the county anticipates that those groves will <br />eventually be converted to residential uses. <br />Staff s position is that multiple -family residential development is appropriate for the site and that <br />such development would be compatible with surrounding land uses. Located near two major <br />commerciallindustrial nodes, the subject property is particularly well suited to meet the demand for <br />multiple -family housing generated by those employment centers. In effect, the proposed rezoning <br />would increase the opportunity for people to live near their place of employment. <br />With most of the site already zoned for multiple -family uses, this request is primarily for a density <br />increase (consistent with the comprehensive plan). Since the density increase meets the concurrency <br />test and is consistent with the site's future land use designation, the request is not anticipated to <br />negatively impact surrounding areas. <br />Additionally, the subject property is located within the boundaries of the SR 60 Corridor Plan Area. <br />Therefore, multiple -family residential development on the site must meet special landscaping, <br />architectural, roof design, signage, and color standards. In contrast, single-family residential <br />development is exempt from SR 60 Corridor Plan requirements. <br />For these reasons, staff feels the requested zoning district would be compatible with adjacent <br />residential development. <br />Potential Impact on Environmental Quality <br />Being a citrus grove, the site has been altered. Since the subject property contains no <br />environmentally important land, such as wetlands or sensitive uplands, development of the site is <br />anticipated to have little or no impact on environmental quality. For this reason, no adverse <br />environmental impacts associated with this request are anticipated. <br />Based on the analysis, staff has determined that the requested zoning district is compatible with <br />surrounding areas, is consistent with the comprehensive plan, meets all concurrency criteria, will <br />have no negative impacts on environmental quality, and meets all applicable rezoning criteria. Most <br />importantly, the subject property is located in an area deemed suited for medium -density multiple - <br />family residential uses. For these reasons, staff supports the request. <br />RECOMMENDATION <br />Based on the analysis, staff and the Planning and Zoning Commission recommend that the Board <br />of County Commissioners approve this request to rezone the subject property to RM -8 by adopting <br />the attached ordinance. <br />NOVEMBER 16, 1999 <br />BOO <br />-97- <br />• <br />
