December 7, 1999 <br />The Board of County Commissioners of Indian River County, Florida, met in Regular <br />Session at the County Commission Chambers, 1840 25' Street, Vero Beach, Florida, on <br />Tuesday, December 7, 1999. Present were Kenneth R. Macht, Chairman; Fran B. Adams, <br />Vice Chairman; Caroline D. Ginn; Ruth Stanbridge; and John W. Tippin. Also present were <br />James E. Chandler, County Administrator; Charles P. Vitunac, County Attorney; and Patricia <br />Ridgely, Deputy Clerk. <br />1. CALL TO ORDER <br />The Chairman called the meeting to order at 9:00 a.m. Chairman Macht mentioned <br />that it was the anniversary of Pearl Harbor and a ceremony had been held at Memorial Island <br />earlier this morning. He advised that Commissioner Ruth Stanbridge had recently received <br />her county commissioner certification and that Supervisor of Elections Kay Clem had <br />received her supervisor of elections certification. <br />2. LWOCATION <br />Rev. Larry Boan, Central Assembly, delivered the invocation. <br />3.
