0 <br />0 <br />The proposed amendment is consistent with the comprehensive plan, compatible with all <br />surrounding land uses, and will cause no adverse impacts on the environment or the provision of <br />public services. The proposed change increases land use efficiency and facilitates economic <br />development. By facilitating the implementation of a "Campus Master Plan" for Indian River <br />Memorial Hospital, the amendment promotes a strong, diverse local economy. For these reasons, <br />staff supports the request. <br />Based on the analysis, staff and the Planning and Zoning Commission recommend that the Board <br />of County Commissioners transmit this request to DCA. <br />1. Keating reviewed the Comp Plan <br />amendment process, advising that this is the first public hearing before the Board of County <br />Commissioners on this amendment request. If the Board approves the transmittal of this <br />application to the Department of Community Affairs (DCA) in Tallahassee for their 60 -day <br />review, a second and final public hearing will be scheduled to consider any comments made <br />by the DCA and whether to adopt An ordinance amending the Comp Plan. If the Board <br />denies the transmittal of an application to the DCA, the application process will come to an <br />end. <br />Commissioner Grin questioned access to the property and a clarification on "Health <br />Systems", and Director Keating explained that access to the property would be through the <br />hospital campus. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />December 7, 1999 <br />67 <br />BOOK � f'�GEb <br />
