Chief Environmental Planner Roland M. DeBlois reviewed the memorandum aided <br />by an aerial photograph of the area to indicate the location of the property. He pointed out <br />that approval will require a super majority vote and reviewed the recommendation of staff. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Frank Caffey, 5045 Fairways, was not opposed to the purchase, but pointed out that <br />it will essentially deplete the funds from the first $15,000,000 bond issue. His main concern <br />was the management plan and its cost. He requested that a complete plan be developed on <br />all the property purchased by the County for presentation to the Board. <br />Michael Hughes, 1647 20 Street, an environmentalist, urged the Board to approve <br />the acquisition of the properties. He offered his complete and total support for the long-term <br />management and encouraged the County to preserve the area. <br />It was determined that no one else wished to be heard and the Chairman closed the <br />public hearing. <br />Chairman Macht noted that the County basically controls most of the shore of the <br />lagoon from the southern border of the City of Vero Beach to the County line and that was <br />very important because it is a re -charge area and development along there would seriously <br />jeopardize the water quality of the river. He believed the County would control all the <br />shoreline when the entire property (as outlined in yellow on the aerial displayed by Mr. <br />DeBlois) is owned by the County. <br />Mr. DeBlois concurred that the County will have conserved most of the coastal area <br />south of Vero Beach on the mainland.
