He was comfortable with the PSAC recommendation but <br />not the cash bond requirement. <br />Deputy County Attorney Will Collins stated he is not related to the previous speaker. <br />He then reviewed the information contained in his testimony at the December 9, 1999 PZC <br />meeting concerning the number of cash bond agreements that have come about under the <br />present regulation and the fairly complex manner in which the cash bond is handled when <br />a sale of the property occurs. <br />It was determined that no one else wished to be heard and the Chairman closed the <br />public hearing. <br />MOTION WAS MADE by Commissioner Macht, SECONDED <br />BY Commissioner Ginn, to approve the PSAC recommendation <br />but to delete the bond requirement. <br />Commissioner Stanbridge stated she could not support the motion and cited her <br />reasons which included the fact that Indian River County covers much more territory than <br />the City of Vero Beach. She was also concerned that the County will have to purchase boats <br />for code enforcement of violators if the provisions are relaxed in this manner. She further <br />cautioned that approval would open new opportunities for developers to use docks as a <br />selling point. <br />Commissioner Tippin stated he would support the motion but would be very upset if <br />Mr. Collins used his dock for jet skis as he did not favor that type of water craft. <br />Chairman Adams clarified the motion that they would be voting to approve the <br />PSAC's recommendation but eliminating its recommended condition #3. <br />Tom Collins addressed Commissioner Stanbridge's comment concerning developers <br />February 1, 2000 <br />55 <br />BOOK I FACE D.621: <br />
