COMMISSIONERMACHT -PUBLIC LIBRARYADVISORY <br />BOARD <br />The Board reviewed a Memorandum of February 8, 2000: <br />TO: Commissioner Macht, Chairman Public Library Advisory Board <br />FROM: Terrence P. O'Brien, Assistant County Attorney- G"' <br />DATE: February 8, 2000 <br />SUBJECT. Public library Advisory Board <br />The subject Board was established by Resolution 86-104 which provided that the Board <br />would consist of seven members, with five district members and two at large members. It <br />appears that over the years this format may not have been followed. As I understand it, then <br />Commissioner Eggert, Chairman of the Public library Advisory Board, on her own motion <br />filled vacancies without regard to the original provisions. This resulted in the appointments <br />made inconsistent with the original provisions of the resolution. <br />The current Board is composed as follows: <br />Name Commissioners District <br />Commissioner Macht <br />Commissioner Macht <br />Jean Versteeg <br />Commissioner Tippin <br />Kathleen Bishop <br />Commissioner Adams <br />Donna Green <br />Commissioner Tippin <br />Margaret ieIAPMN;4K!� <br />Commissioner Adams <br />Phillip Mank, Jr. <br />Commissioner Tippin <br />Arnold Grobman <br />Commissioner Ginn <br />The breakdown is three members in Commissioner Tippin's district, two members in <br />Commissioner Adams' district, one member in Commissioner Ginn's district and one <br />member in Commissioner Macht's district. It would appear that the easiest method of <br />putting the Board back to its intended composition would be to set aside all appointments. <br />Have each Commissioner appoint one person to the Board and then have the full <br />Commission vote on the two at large members. <br />It is suggested that each district representative's term be concurrent with the term of the <br />appointing Commissioner and the at large members be appointed for four years. <br />February 15, 2000 <br />77 <br />
