Chief Environmental Planner Roland M. DeBlois reviewed the above memorandum <br />in detail using aerial photographs to enhance his presentation. He discussed the 1981 and <br />1987 CCCLs, how they came about, DEP's position on both lines, and the County's <br />approach with respect to construction outside of those lines. <br />Commissioner Stanbridge inquired if DEP has done any re-evaluation of the critically <br />eroded areas since the 1987 line was established, and Mr. DeBlois thought the State had not, <br />but suggested our Coastal Engineer might be able to respond to that question. He believed <br />the State relies on site -by -site calculation, that they require a 30 -year erosion estimate, and <br />explained how the State does their calculation. <br />Coastal Engineer Jeff Tabar explained that the areas of critical erosion are updated <br />through DEP annually by his office. During that time, they do not reconsider the position <br />of the CCCL. They do re-evaluate where areas are critical or not critical. <br />Commissioner Stanbridge asked what the average distance is between the 1981 and <br />1987 CCCLs, and Mr. Tabar explained that it can vary throughout the county. <br />Vice Chairman Grin commented it was shocking that there is infrastructure seaward <br />of the 1987 CCCL. <br />Chairman Adams suggested that it was since the early 1980's that we have seen the <br />exponential increase in the erosion on the county's shoreline. She then asked for public <br />input. <br />Bruce Barkett, attorney for a contract purchaser of a lot in Sandpointe Subdivision, <br />which was approved by the Board in 1988 or 1989 after the CCCL was established. He <br />pointed out the location of the lot (number 100), which is seaward of the 1987 CCCL, and <br />stressed that it is not an oceanfront lot. The lot falls under items 4, 5, & 6 on page 212 of <br />the backup. The closing on the lot was supposed to have occurred yesterday. He had written <br />Community Development Director Robert M.
