Keating, AICP 1'- Ay'— <br />Community Development Director <br />DATE: March 13, 2000 <br />SUBJECT: CONSIDERATION OF INDIAN RIVER LAGOON SCENIC HIGHWAY <br />CORRIDOR MANAGEMENT ENTITY AGREEMENT <br />It is requested that the information presented herein be given formal consideration by the Board of <br />County Commissioners at its regular meeting of March 21, 2000. <br />DESCRIPTION, CONDITIONS AND ANALYSIS <br />Since April 1999, numerous local government agencies and other entities in Indian River and <br />Brevard Counties have been coordinating with the Marine Resources Council of East Florida, a <br />private, nonprofit organization, to establish the Indian River Lagoon Scenic Highway. In Indian <br />River County, this proposed designation applies to US 1 from Brevard County to CR 510, CR 510 <br />from US 1 to SR AIA, and SR AIA from CR 510 to Brevard County. The entire proposed route is <br />provided in Attachment 1. <br />One aspect of the scenic highway designation is the establishment of a Corridor Management Entity <br />(CME). The CME is responsible for preparing, administrating, monitoring, and updating the Indian <br />River Lagoon Scenic Highway Corridor Management Plan. The CME would consist of all federal, <br />state, and local government agencies, as well as private organizations, that are stakeholders in the <br />proposed scenic highway designation. <br />The CME must be established through an agreement between the Marine Resources Council, acting <br />as the sponsoring agency, and each scenic highway stakeholder agency. The proposed agreement <br />is attached (Attachment 2). As indicated in the attached agreement, execution of the agreement <br />incorporates approval of the attached vision statement (Attachment 3) and preliminary goals and <br />objectives of the Indian River Lagoon Scenic Highway (Attachment 4). <br />The agreement also includes other conditions and responsibilities. One primary condition of the <br />agreement is that the Board of County Commissioners must appoint up to two representatives to <br />serve on the CME. One of those representatives may be a County Commissioner, the other <br />March 21, 2000 <br />64 <br />
