BOOK 4r� PALL <br />County Sondc <br />Expenditure: ±$120,750 (approximate, not including initial management costs) <br />Acreage: ± 14.6 acres (± 4.7 ac. uplands, ± 9.9 ac. wetlands) <br />LAAC Recommendation_ The County Land Acquisition Advisory Committee, at its meetings on January 26, <br />2000, voted to recommend that the Board of County Commissioners purchase the subject parcels. <br />Principal Conditlon: Closing subject to County Commission and FCT Governing Body approval <br />The proposed acquisition consists of two of the remaining three southernmost parcels of the nine parcel <br />Round Island South project. The overall project was approved in 1996 as a Florida Communities Trust (FCT) <br />50150 cost -share project: the six northern parcels of the project have already been acquired in partnership <br />with the FCT. <br />Round Island South is one of the original ten sites on the LAAC acquisition list when the land bond <br />referendum was passed in 1992. The project is ranked 3rd out of 13 sites on the current LAAC acquisition <br />list. County bond fiords are available for the purchase under the first series $15 million bond issuance. <br />Procedures adopted by the Board of County Commissioners for environmental land acquisition include <br />confidentiality of appraisals. In accordance with the County's Land Acquisition Guide, and Section 125.355 <br />of the Florida Statutes, appraisals can be released for public information once an option agreement is <br />executed between a seller and the County. Regarding the Casey parcels, an option agreement has been <br />executed (binding the seller to a negotiated purchase price), and subsequently the appraisals were released <br />from confidentiality. <br />When a county exercises its confidentiality right in purchasing real property, Section 125.355, F.S. requires <br />that the county approve the purchase at a public meeting not less than 30 days after appraisals are released <br />and public notice of the meeting is given. Since the Chairman of the Board of County Commissioners, <br />pursuant to authority delegated by the Board, executed a purchase option for the Casey parcels, and since <br />appraisals of the parcels were made public at that time, the Board must now consider whether to exercise <br />its purchase option. Consistent with Chapter 125, F.S. requirements. this decision will be made at the March <br />21, 2000 public meeting of the Board of County Commissioners. By having given 30 days public notice of <br />this proposed action, the County will have complied with Chapter 125 requirements as well as LAAC Guide <br />requirements to hold a public hearing before purchasing property with land acquisition bond fiords. <br />The County Land Acquisition Advisory Committee (LAAC), at its meeting on January 26, 2000, voted <br />12-0 to recommend that the Board approve the purchase contract. <br />The two parcels' natural areas include impounded salt marsh (± 9.0 acres), unimpounded wetlands (± 0.90 <br />acres), and tropical maritime harnmock (± 4.7 acres). The combined parcels have ± 315 feet of road frontage <br />on SR AIA. The upland portion of the property is zoned RS -3, Single -Family Residential, up to 3 units per <br />acre. The wetlands portion of the property is zoned Con -2, Conservation, I unit per 40 acres (with a transfer <br />of density right (TDR) of 1 unit per acre). <br />Currently, the subject property is owned by Evelyn S. Casey (two parcels, one of which was formerly owned <br />by Courtney Stewart) The current combined tax assessed value of the parcels is $153,750. <br />March 21, 2000 <br />mr <br />0 0 <br />
