EOa <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its meeting of April 4, 2000. <br />BACKGROUND: <br />At its meeting of September 28, 1999, the Board of County Commissioners amended the land <br />development regulations (LDRs) and adopted various changes to the Wabasso Corridor Plan and <br />corresponding LDRs as recommended by the Wabasso Corridor Plan Task Force. The adopted <br />changes primarily consisted of adding many aspects of the SR 60 Corridor Plan to the Wabasso <br />Corridor Plan. The adopted changes included: expansion of the corridor boundaries along US #1 <br />from 81" Street south to 77" Street, exemptions from certain corridor requirements for industrial <br />uses. SR 60 sign size and design restrictions, SR 60 building finish and design standards, SR 60 <br />color and lighting requirements, SR 60 foundation planting requirements, SR 60 non -conformities <br />provisions, and a reduction of the original Wabasso Corridor Plan Task Force from a 15 member <br />body to a 6 member on-going review task force (see attachment #1). <br />At the September 28' meeting, the Board also directed staff to coordinate with Bill Glynn of the <br />North Beach Civic Association and other interested parties to review existing corridor plan <br />regulations with respect to that portion of the Wabasso Corridor Plan area which is located along the <br />CR 510 corridor east of US #1 (see attachments #2 and 3). In response to that directive, staff <br />coordinated with Mr. Glynn and held two meetings with the "CR 510 East Corridor Committee". <br />At its last meeting (December 1999), that Committee made several recommendations to the Board <br />and addressed various discussion items. Those recommendations and discussion items were then <br />considered by the Wabasso Corridor Plan On-going Review Task Force at its special meeting of <br />February 17, 2000. At that meeting the Task Force voted to support the "CR 510 East Corridor <br />Committee's" recommendations for additional development regulations along CR 510, east of US <br />#1, and to support the Committee's recommendations on other north barrier island issues. <br />The Board of County Commissioners is now to consider these recommendations and decide whether <br />or not to initiate action to implement some or all of the recommendations. <br />ANALYSIS: <br />Attached is staff's December 1999 report to the "CR 510 East Corridor Committee" (see attachment <br />#4). That report provides background and analysis for the items considered by the "CR 510 East <br />Corridor Committee" and the Wabasso Corridor Plan On-going Review Task Force. The committee <br />and task force developed recommendations for each item. Those recommendations are broken-down <br />into the following 6 areas: <br />Potential Changes to the Wabasso Corridor Plan LDRs <br />1. Adopt special regulations, over and above the existing Wabasso Corridor Plan <br />requirements, in the area east of US #1 within 300' of the centerline of CR 510. <br />Within this area that measures 300' from either side of the centerline of CR 510, the <br />Committee recommends that the Board of County Commissioners adopt the <br />following additional regulations: <br />a. Real Estate Signs: Continue to apply the countywide real estate sign <br />maximum size, number. and height restrictions, but add a limitation on the <br />duration of sign posting. The recommended duration: remove the real estate <br />sign within 30 days of closing. See attachment #5 for a similar provision in <br />the Port Orange land development code. <br />APRIL 49 2000 <br />
