The purpose of this request is to reconfigure the shape of the existing medical/commercial node to <br />accommodate expansion of the Indian River Memorial Hospital (IRMH) Campus. Currently the <br />county's second largest employer, IRMH is projected to continue to be an important element of the <br />county's economy in the future. This request is needed to secure the necessary land use designation <br />and zoning district to develop Subject Property 1 with medical/commercial uses. <br />On October 28, 1999, the Planning and Zoning Commission voted 4 to 0 to recommend that the <br />Board of County Commissioners approve the proposed land use amendment and rezoning. On <br />December 7, 1999, the Board of County Commissioners voted 4 to 1 to transmit the proposed land <br />use amendment to the State Department of Community Affairs (DCA) for its review. <br />Consistent with state regulations, DCA reviewed the proposed amendment and prepared an <br />Objections, Recommendations and Comments (ORC) Report (dated February 17, 2000) which <br />planning staff received on February 21, 2000. The DCA ORC Report did not contain any objections <br />or comments relating to the proposed amendment. <br />Although the number of plan amendments that a local government may consider is not limited, the <br />frequency with which local governments can amend their comprehensive plan is regulated by state <br />law. According to Florida Statutes, plan amendments are limited to twice per calendar year. For that <br />reason, the county accepts general plan amendment applications only during the "window" months <br />of January and July. In this case, the subject application was the only application submitted during <br />the July 1999 window. <br />APRIL 4, 2000 <br />-56- <br />
