Community Development Director Bob Keating explained the process and advised <br />there would be no increase in density or intensity of use. He then responded to several <br />questions from Commissioner Ginn relating to regulations addressing the kind of <br />development allowed and access to the property. He noted that the surrounding property is <br />zoned MED to the north and residential to the east, south and west. Staff has informed the <br />developer that the remainder of the property which is not developed at this time will not be <br />recommended for residential zoning in the future by staff. <br />Chairman Adams believed this is a good swap and the medical use creates a less <br />intensive demand on all of the amenities. <br />Director Keating confirmed that this will be an extension of the hospital campus. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Dean Luethje of Carter & Associates stated that this is a cooperative event between <br />Indian River Memorial Hospital District and Indian River Memorial Hospital, Inc. <br />HealthSystems of Indian River, Inc. will be the title owner to the whole 40 acres. He then <br />introduced Don Loftus, Executive Director for the Hospital District; Rock Tonkel, Assistant <br />to Jeff Susi, Executive Director of the Hospital; and Bill Stewart, legal counsel representing <br />the Hospital. There is a real need for the expansion of the Hospital campus. <br />Commissioner Macht questioned whether there would be an ownership transfer or <br />a lease, and Mr. Luethje responded that HealthSystems will own and develop the property. <br />Commissioner Ginn questioned how this relates to the taxpayer. <br />APRIL 4, 2000 <br />-73- <br />
