The CG zoned subject property and land to the north, south, and east are part of the Oslo Park <br />Subdivision. Except for the subject site and a small area along 9`s Street, SW (Oslo Road) east of <br />2e Avenue, all lots in Oslo Park are zoned RS -6. Approximately half of the lots in the Oslo Park <br />Subdivision have been built on. <br />A legally established non -conforming outdoor storage area exists on the lot directly south of the <br />subject property. <br />To the west of the subject property, across 27" Avenue, land is zoned RS -3, Single -Family <br />Residential District (up to 3 units/acre) and consists of vacant wooded land. <br />Future Land Use Pattern <br />The subject property and all surrounding properties are designated L-2, Low -Density Residential -2 <br />on the future land use map. The L-2 designation permits residential uses with densities of up to 6 <br />units/acre. <br />Environment <br />The subject property, a developed site, is not designated as environmentally important nor <br />environmentally sensitive by the comprehensive plan. No wetlands or native upland plant <br />communities exist on the site. According to Flood Insurance Rating Maps, the subject property does <br />not contain any flood hazard areas. <br />The site is within the Urban Service Area of the county. Water lines extend to the site from the <br />South County Reverse Osmosis Plant. Wastewater lines extend along 27's Avenue from the South <br />County Wastewater Treatment Plant to 13'x' Street, SW approximately one-eighth of a mile from the <br />site. <br />The site is bounded by three roads -27h Avenue; 26`h Court, SW; and 10 Street, SW. Classified as <br />an urban collector road on the future roadway thoroughfare plan map, the segment of 27'' Avenue <br />that abuts the subject property is a two lane road with approximately 80 feet of public road right-of- <br />way. Although the comprehensive plan indicates a need for an additional 50 feet of public road <br />right-of-way, no improvements to this portion of 27`h Avenue are currently programmed. <br />Twenty-sixth Court, SW and 14`h Street, SW are two lane local roads with 70 feet of public road <br />right-of-way. <br />In this section, an analysis of the reasonableness of the application will be presented. The analysis <br />will include a description of: <br />• concurrency of public facilities; <br />• compatibility with the surrounding area; <br />• consistency with the comprehensive plan; and <br />• potential impact on environmental quality. <br />April 11, 2000 <br />43 <br />BOOIfPAGE 0 <br />
