• <br />Construction at the Central Region Wastewater Treatment Plant Phase I Expansion Project began <br />on October 1, 1998 by Indian River Industrial Contractors, Inc. Contractual completion dates for the <br />$10.6 million project were established as partial completion - December 30, 1999 (15 months), substantial <br />completion —February 28, 2000 (17 months) and final completion —March 29, 2000 (18 months). Work <br />at the project has progressed close to the scheduled anticipated completion milestones. Camp Dresser & <br />McKee, Inc. (CDM Inc.) has provided part-time inspection services for the project. County staff provided <br />additional inspection of concrete work associated with the project. <br />ANALYSIS <br />The Contractor (Indian River Industrial Contractor;, Inc.) has experiences delays associated with <br />the most recent hurricane preparation and local work force availability and has requested a sixty (60) day <br />extension to the contractual deadlines. During last years hurricane, the concrete forms for the multistory <br />WWTF headworks structure were devastated by the heavy winds necessitating removing and resetting of <br />the cast -m place concrete work. County Staff would not consider a request for a contract extension until <br />such time that the Contractor was nearing Partial Substantial Completion and showing due diligence in <br />achieving the original contracted milestone dates for completion. County and CDM Inc. are now satisfied <br />with the Contractors progress and recommend the requested contract extension. Change Order No. 2 <br />(attached) includes the time extension and additional items to date. No. 2 - Partial Reconciliation <br />Savings <br />-L768.68 <br />Revised Contract Price with all Approved COs <br />Amount <br />$6,134,834.68 <br />A Final Reconciliation Change Omer will be brought to the Board at the completion of the <br />construction project. <br />Also attached is CDM Work Authorization No. 4 for additional professional services to complete <br />the project as a result of the contract extension. The attached Amendment No. 4 provides additional <br />general and resident construction services for the time extension mentioned above and additional <br />coverage during startup and testing. Additional coverage by CDM Inc. during tins stage of the project is <br />advantageous to ensure proper equipment installation and a smooth transition between the new and old <br />facilities.
