_I <br />BOOK 113 PAGE 40 <br />BACKGROUND <br />On May 9, 2000, the Board of County Commissioners, at an advertised public hearing directed staff <br />to initiate the following actions:Develo meet Block Grant <br />Prepare a Neighborhood Revitalization Community P <br />(CDBG) application; <br />► Work with existing local businesses or new businesses wishing to relocate to the <br />county regarding potential economic development CDBG projects; and <br />► Begin the process to select a consultant to prepare an economic development CDBG <br />application and administer the grant. <br />For the Neighborhood Revitalization CDBG application, the Board must hold a second public <br />hearing to obtain public input on the CDBG application and to approvetheapplication for submittal <br />to the Florida Department of Community Affairs (DCA); the May 23 public hearing will qualify <br />as the second public hearing. At this time, the Board must formally authorize staff to submit the <br />application and to sign the necessary documents related to the application submittal. <br />A neighborhood revitalization CDBG application similar to the one being presented on May 23'd was <br />submitted by Indian River County to DCA for its review in the 1999/2000 application cycle. In that <br />previous application cycle, Indian River County's proposed neigbhorhood revitalization project <br />ranked 49' out of 49 neighborhood revitalization applications submitted. In fact, Indian River <br />County's application missed the fundable range by 128.69 points. <br />Under the CDBG program, four grant categories exist from which Indian River County may apply <br />for funds. These categories are: commercial revitalization, housing rehabilitation, neighborhood <br />revitalization, and economic development. Based on the existing program rules, Indian River <br />County may choose to apply for a grant in the commercial revitalization category, housing <br />rehabilitation category, or neighborhood revitalization category. If awarded a grant in one of those <br />three categories, the county may not apply for another grant in any of those three categories until the <br />awarded grant is closed. <br />As indicated previously, the Board of County Commissioners chose to apply for a Neighborhood <br />Revitalization Community Development Block Grant. This type of grant is primarily for potable <br />water and sanitary sewer installation or replacement (including hook-ups), street paving, and <br />drainage improvements in low/moderate income neighborhoods. Funds may also be used to <br />purchase and develop property as sites for low/moderate income housing. Other public <br />improvements to infrastructure are also eligible, but are seldom funded. <br />Neighborhood Revitalization grants are awarded to communities on a competitive basis. All grant <br />applications for this category must be received by the Department of Community Affairs (DCA) no <br />later than May 31, 2000. Following is a breakdown of the scoring system used by DCA to rank <br />Neivaiborhood Revitalization grant applications. <br />MAY 239 2000 <br />
