necessary as there are other areas which were designed to carry heavy loads but are not being <br />used for these purposes. The North Library needs extensive remodeling and expansion. He <br />recommended that the matter be sent to the Library Advisory Board for review and asked <br />whether some of the $15,000,000 allocated for environmental lands purchases could be used <br />for these projects. <br />Director Frame responded that the Library Advisory Board has reviewed the entire <br />proposal and each librarian has been asked to specify the most urgent needs at this time. <br />Commissioner Ginn questioned the funds allocated for the West County Library and <br />commented that she had understood that would be a joint project with Indian River <br />Community College. <br />Commissioner Macht advised that IRCC will provide the land and fund only that part <br />of the project allocated to their use. <br />Commissioner Ginn noted that she would like to workshop this project. <br />Commissioner Macht commented that the county will need libraries in the southwest <br />county area, the northwest county area, and the barrier island, all in the foreseeable future. <br />Commissioner Ginn believed that the county will have to start considering impact fees <br />for libraries and transportation in the near future. <br />George Gross, 1230 39t`Avenue, supported expansion ofboth libraries and expressed <br />his concern with the elimination of the hurricane glass due to the rare books purchased last <br />year by the Florida Historical and Genealogical Association. Some of these books would be <br />impossible to replace. Also, the meeting room used by the Genealogical Association had <br />4,000 visitors last year from 26 other states and 19 foreign countries and is direly in need of <br />expansion. A referendum held in 1985 indicated that the taxpayers were overwhelmingly <br />in favor of spending on libraries.
