Consistency Summary <br />As part of its consistency analysis, staff compared the proposed request to all the objectives and <br />policies in the plan and found no conflicts. Therefore, the request is consistent with the <br />comprehensive plan. <br />Staff's position is that granting the request to rezone the subject property to RS -6 will result in <br />development which will be compatible with surrounding areas. <br />Because land to the west of the subject property is zoned RS -6, the request is for the continuation <br />of an existing zoning pattern. In fact, staff anticipates that, eventually, land that is along 58' Avenue <br />and within the urban service area will be dominated by single-family residential uses. <br />With respect to zoning, the county's policy has always been to retain agricultural zoning on property <br />rather than changing it when the underlying land use designation increases. This not only reflects <br />the county's policy of using agricultural zoning as a "holding" category, but also recognizes that <br />urbanization occurs incrementally with various tracts remaining agricultural for longer periods. At <br />33 acres in size, the subject property is large enough to buffer itself from the impacts of nearby <br />agricultural uses. <br />For these reasons, staff feels that the requested RS -6 zoning would be compatible with development <br />in the surrounding area. <br />The subject property does not contain any wetlands or native upland habitat. Asa previously cleared <br />site, the subject property is not environmentally significant nor environmentally important. <br />Consequently, the proposed rezoning will not have any significant impacts on important <br />environmental resources. <br />Based on the analysis, staff has determined that the requested zoning district is compatible with <br />surrounding areas, is consistent with the comprehensive plan, meets all concurrency criteria, will <br />have no negative impacts on environmental quality, and meets all applicable rezoning criteria. Most <br />importantly, the subject property is located in an area deemed suited for low-density single-family <br />residential uses. For these reasons, staff supports the request. <br />Based on the analysis, staff and the Planning and Zoning Commission recommend that the Board <br />of County Commissioners approve this request to rezone the subject property from A-1 to RS -6 by <br />adopting the attached ordinance. <br />JUNE 6, 2000 <br />-41- , <br />LOOK J FAGE <br />
