RAUTH pvL— <br />STAFFED BY: OPERATIONS MANAGER <br />SUBJECT: INDIAN RIVER COUNTY RESIDUALS PROCESSING FACILITY <br />EVALUATION AND SYSTEM IMPROVEMENTS <br />BACKGROUND: <br />Indian River County Utilities currently owns and operates a 0.229 -MGD Department of Environmental <br />Protection (DEP) permitted Residuals Processing Facility located at the Central Regional Wastewater <br />Treatment Facility. This facility receives wastewater residuals from the County's six wastewater <br />treatment facilities, private wastewater facilities, septage, and grease. This facility was commissioned <br />in 1993, and utilized funding from both an Environmental Protection Agency (EPA) Grant and 1993 <br />Series A Bond Fund, with a total construction cost of 55,824,003.97. <br />ANALYSIS: <br />The Residuals Processing Facility currently operates under a $909.840.00 annual budget, and has <br />processed over 14,000,000 gallons of sludge, septage, and grease during 1999. Since the commissioning <br />of the Facility in 1993, certain operational and mechanical improvements have been made by the Utility <br />staff to the facility to reduce the sludge processing cost of the facility. Staff has recognized that additional <br />engineering improvements will be necessary to continue modernizing the facility and provide renewal <br />replacement/improvement of the facility. In order to proceed further, the Department of Utility Services <br />staff has requested Glace and Radcliffe, (G & R) Inc., prepare an evaluation of the facility. This <br />evaluation will quantify additional processing cost savings and necessary modifications to the facility to <br />accommodate future needs. A report summarizing the findings of the evaluation and cost associated with <br />plant modifications and improvements will be provided to the staff of the Department of Utility Services <br />by G&R, Inc. Through this report, staff will generate and facilitate the necessary work authorizations and <br />contracts, which will be brought back to the Board for consideration. <br />JUNE 139 2000 <br />-59- BOOK..' r'1GE' <br />• <br />
