• <br />RECOMMENDATION: <br />Staff recommends that the Board of County Commissioners grant approval of the PD rezoning <br />request and the PD conceptual plan, subject to the following conditions: <br />1. The applicant shall use road numbers in accordance with LDR Chapter 951 <br />standards. <br />2. A Type `B" buffer shall be provided along the west, south, and southeast sides of the <br />5 acre not -included parcel located immediately south of 63rd Street. <br />3. Prior to the issuance of a land development permit, the applicant shall: <br />a. Apply for and obtain preliminary PD plan approval from the Planning and <br />Zoning Commission, and <br />b. Obtain Board of County Commissioners approval of a developer's agreement <br />regarding provision of water, sewer, and reuse water utility improvements, <br />and <br />C. Obtain Board of County Commissioners approval of a developer's agreement <br />regarding the required off-site traffic -related improvements, and <br />d. Dedicate without compensation the project's share of the minimum local road <br />right-of-way for 63'd Street. <br />4. Prior to the issuance of a certificate of completion for any respective project phase <br />or POD, the applicant shall: <br />a. Construct any off-site roadway improvements required for that phase or POD. <br />in accordance with an approved developer's agreement, and <br />b. Construct any other required improvements such as sidewalks and buffers <br />that are tied to that specific phase. <br />Prior to or via the final plat, the applicant shall establish a conservation easement <br />over the estuarine wetlands as depicted on the conceptual PD plan. <br />6. Via the appropriate final plat(s), the developer shall dedicate access easements <br />acceptable to the Indian River Mosquito Control District. <br />7. Via the final plat(s), a restrictive covenant shall be established on the project site <br />prohibiting Carribean fruit fly host plants. <br />ATTACHMENTS: <br />1. Application <br />2.
