-I <br />portion of Subject Property 2 were recently annexed into the City of Fellsmere. Prior to the <br />annexation, the county's land use designation for that land was AG -2. Lands south of the western <br />portion of Subject Property 2 are designated C-1. Lands south of the eastern portion of Subject <br />Property 2 are designated AG -2. <br />Subject Property 3 <br />Subject Property 3 and lands to the east, across Jungle Trail, are designated L-1, Low -Density <br />Residential -1, on the county's future land use map. The L-1 designation permits residential uses <br />with densities up to 3 units/acre. Other lands surrounding Subject Property 3 are designated C-1. <br />Subject Property 4 <br />Subject Property 4 and lands to the north, south, and west, are designated L-2, Low -Density <br />Residential -2, on the county's future land use map. The L-2 designation permits residential uses <br />with densities up to 6 unitslacre. To the east of Subject Property 4, across 58'h Avenue, land is <br />designated M-2, Medium -Density Residential -2, on the county's future land use map. The M-2 <br />designation permits residential uses with densities up to 10 units/acre. <br />Subject Property 1 <br />Subject Property 1 contains ±1,072 acres of freshwater wetlands and ±4,289 acres of native upland <br />plant communities (pine flatwoods and scrub). The site contains habitat for several federally <br />threatened and endangered species, including bald eagles, red -cockaded woodpeckers, Florida scrub <br />jays, and sand hill cranes. Much of Subject Property 1 is within an "A" 100 year floodplain, with <br />an undetermined minimum base flood elevation requirement. <br />Subject Property 2 <br />Containing both freshwater wetlands and native upland plant communities, Subject Property 2 is <br />managed by the St. Johns River Water Management District to reduce phosphorus loading into the <br />Blue Cypress Water Management Area, and to protect and manage endangered species' habitat. <br />Large portions of Subject Property 2 are within an "A" 100 year floodplain, with an undetermined <br />minimum base flood elevation requirement. <br />Subject Property 3 <br />Located adjacent to the Indian River Lagoon and its estuarine wetlands, Subject Property 3 consists <br />of inactive citrus groves and jurisdictional wetlands. The property is within an "AE" 100 year <br />floodplain, with a minimum base flood elevation requirement of eight feet NGVD- <br />Subject Property 4 <br />Subject Property 4 consists of dense pine flatwoods, a native upland habitat.
