time, the project had an estimated construction cost of $850,000. Based on preliminary program planning <br />and schematic design, the project changed significantly in cost estimates based on needs identified. <br />On May 23, the Board accepted staffs recommendation to proceed basically with a plan that included an <br />option to expand the northwest corner of the library (Option 1) and an option to enclose the existing <br />terrace Option (2). In addition, the Board also accepted the concept of including a recommended list of <br />up grades to the building excepting out the impact resistant glass. The estimated project cost of these <br />improvements is $2,181,800. <br />The estimated construction budget for these improvements without fees is as follows: <br />Option 1 - $ 563,000.00 <br />Option 2 - $ 711,000.00 <br />Upgrades $ 458.000.00 <br />Total $1,730,000.00 <br />Exhibit One of the proposed contract proposes a fee structure as follows: <br />Basic Services (A) $147,500 (8.5%) <br />Basic Services (B) $ 8,250 (0.5%) <br />Non -Basic Services $ 16,750 (11/6) (hourly, not -to -exceed) <br />Basic Services (A) provides standard architectural, structural, mechanical, electrical, civil and <br />landscape/irrigation services including schematic design, design development, construction documents <br />and construction administration for Option 1, Option 2, and all optional upgrades excluding impact <br />resistant glass. <br />Basic Services (B) is for the more complex design and additional effort needed for the non-standard <br />structural work to be performed by the civil engineer. <br />Non -Basic Services is for building programming, Site Plan Approval (including public hearings) and St. <br />John's River Water Management District Permitting. This is a not -to -exceed amount and will be hourly. <br />Depending on the complexity of those items the final cost may be less. <br />RECOMENDATION: <br />Staff submits that the proposed architectural agreement with Dow, Howell, Gilmore Associates, Inc. is <br />fair and reasonable and recommends Board approval, and that the Chairman be authorized to execute the <br />agreement upon execution by the architectural firm of Dow, Howell, Gilmore, Associates Inc. <br />ON MOTION by Commissioner Macht, SECONDED BY <br />Commissioner Ginn, the Board unanimously approved the <br />architectural agreement with Dow, Howell, Gilmore Associates, Inc. <br />and authorized the Chairman to execute the same, as recommended in <br />the memorandum. <br />July 18, 2000 <br />AGREEMENT IS ON FILE <br />IN TBE OFFICE OF THE CLERK TO THE BOARD <br />93 <br />6K 1 14 PG 30 1 <br />J <br />
